1 (15.25-ounce) package lemon cake mix
2 cups water, divided
3 large eggs
⅓ cup vegetable oil
1 lemon, zested and juiced
1 (3-ounce) package strawberry-flavored gelatin mix
¼ cup cold water
½ cup milk
1 (3.4-ounce) package instant lemon pudding mix
1 (8-ounce) container frozen whipped topping (Cool Whip), thawed
