For the Lemon Filling:
- 1 (14 oz) can sweetened condensed milk
- 4 large egg yolks, room temperature
- 2 tablespoons heavy cream
- 1/8 teaspoon salt
- 2/3 cup fresh lemon juice (about 4-5 lemons)

Preheat & Prep:
- Preheat the oven to 350°F (175°C).
- Line a 9×9-inch baking pan with parchment paper, leaving an overhang.

Make the Crust & Topping:
- In a large bowl, mix flour, granulated sugar, brown sugar, salt, and baking powder.
- Stir in melted butter until the mixture turns crumbly.
- Press 2/3 of the mixture into the pan to form the crust.

Bake the Crust:
- Bake for 15 minutes, until lightly golden.

Prepare the Lemon Filling:
- In a large bowl, whisk together sweetened condensed milk, egg yolks, heavy cream, and salt.
- Slowly whisk in the lemon juice until smooth.

Assemble & Bake Again:
- Pour the filling over the hot crust.
- Sprinkle the remaining crumb mixture evenly on top.
- Bake for 15-20 minutes until the top is golden and the filling is set.

- Let the bars cool completely at room temperature.
- Refrigerate for at least 4 hours before slicing and serving.
